Android developer Chris Lacy has a post that identifies something about the "fragmentation" situation of Android
He writes -
Would I be willing to give up the flexibility and freedom Android provides me as an app developer in exchange for ensuring everyone is running the latest version of Android? Not a chance.
That to me, is key. Fragmentation in Android is present. However, the problem is not all that people make it out to be.
Between the endless screen sizes, browsers and their versions, input methods and operating systems, one would say the web is fragmented beyond all repair, but has that stopped it flourishing? No.
The comparison to web development is apt and much like the web, people develop inspite of the fragmentation because of the opportunity and the ease of quick iteration.
